Again, it’s not certain why Dallas and Houston tend to favor defendants, but Texas does allow for its judges to be elected into office. This opens the door for politics and money to potentially pay a large part in the outcome of some cases.
In addition, defendants have a greater access to professional attorneys in cities like Dallas and Houston. These attorneys have more experience and resources to help them win cases, and their track records are very good. Because of this, it makes it harder for plaintiffs to win their case, let alone walk away with a big payout.
